The Red Shield Cafe
In addition to providing food from its food pantry, with assistance from food donations and
collaborative partners, The Salvation Army serves an evening meal Monday – Friday and
a noon meal on Sunday to any who are hungry. The Salvation Army is the only organization
in Hot Springs that provides an evening meal on a consistent basis. Jackson House, another
community organization, provides a daily noon meal, in addition to other services.

The Salvation of Hot Springs Vision Statement : The vision of The Salvation Army in the Hot Springs Area is to show the love of Christ by meeting the needs of others and improving the overall quality of life within the communities we serve.
The Red Shield Cafe is designed to provide emergency meals to anyone in need within Garland, Clark, and Montgomery Counties. The program is also designed to provide clients with access to healthy, nutritious meals, mainly at risk families, seniors, and children.
The Red Shield Cafe is the only program in Garland County that provides an evening emergency meal. While many homeless individuals and families experiencing situational poverty frequent the Red Shield Cafe, many children utilize the cafe. Many children living in poverty only receive meals when they attend public school or eat at the cafe. In terms of child hunger, Arkansas and Mississippi remain the two worst food deserts in the nation. Currently, Garland County scores a 31 on the opportunity index when it comes to access to healthy food, while the national average is 55. We believe that collaborating with the Jackson House and other non-profits, we can ensure that no Garland County resident, adult or child, goes to bed hungry.
Emergency Food Assistance to families experiencing hunger caused by homelessness, poverty, and access to affordable healthy food.
Various hunger studies were evaluated by the City of Hot Springs, DHS, the Census Bureau, the United Way of the Ouachitas, and The Salvation Army. The studies determined that it was possible for 1 in 4 children to go to bed hungry. The Arkansas Hunger Alliance and Census Bureau data verifies this claim.
$10.00 a week will support an at risk family struggling with emergency hunger needs.
United Way funding will be used specifically for the purpose of food purchase and food preparation supplies for the Red Shield Cafe.
United Way funding allows us the opportunity to be a consistent food provider. In addition to funding, the United Way fosters collaboration within communities. This in many ways is just as great as funding. While it could be true that The Salvation Army could survive without United Way funding, we would not be better for it. Being a proud member of the United Way enhances our ability and capacity to serve the least fortunate right here in Hot Springs. Lastly, it allows us to provide great meals instead of mediocre meals.
Yes. The program will receive funding enhancements such as a matching grant from the Department of Human Services later this fall. Our primary focus this year is creating a large volunteer pool of individuals ready to serve in the Red Shield Cafe. This will allow community members an opportunity to see the growing hunger need in Hot Springs and allow them an opportunity to be give back through benevolence. We also are going to expand the program through the means of our mobile feeding canteen. This will allow us the opportunity to serve shut-ins, elderly, and at risk homeless populations.
The Red Shield Cafe will have the capacity to serve at risk men, women, and children facing hunger. While the effect is the immediate alleviation of hunger, it is an important means of economic security for non-homeless families. By allowing an opportunity to receive free food, it allows many families the opportunity to allocate would be food expenses to items such as vehicle repairs, medications, and utilities. Possibly the most important effect is that children in crisis based families can and will receive needed food. Children currently comprise 20% of the total meals served through the Red Shield Cafe.
Currently no. However, we plan to apply for an Emergency Solutions Grant that in the future will match local United Way funding.
The Red Shield Cafe aims to collaborate with other non-profits within and outside Garland County. Currently, we purchase food commodities from the Project Hope Food Bank on a weekly basis. We also receive and prepare food given in kind to The Salvation Army from the Jackson House. A collaboration of Hot Springs Village churches known as "Love Lunch" provide a Sunday lunch meal for any needy individuals and families. Lastly, we have dedicated volunteers from Hot Springs Village churches, AARP, and CCMC.
The use of the full service kitchen by means of volunteers and the use of the mobile kitchen positions The Salvation Army to be a great food service provider in Hot Springs.

The Red Shield Cafe will utilize two part-time cooks; working up to 25 hours a week, 10 volunteers, a full service kitchen, mobile feeding supplies, and various community agencies such as beauty college to provide haircuts or free health screening from the Lions Club or NPMC.
Decrease the anxiety/food insecurity of individuals and households who do not know where their food/nutrition will come from.
Salvation Army staff and volunteers will prepare, cook, and serve nutrient rich food to clients experiencing hunger due to poverty. Dinner meals will be provided Monday - Friday, and Love Lunch through the Red Sheild Cafe will serve lunch on Sunday afternoons.
The Salvation Army of Hot Springs will serve an average of 100-105 clients every evening to meet the hunger need in Garland County.
100% of those having food insecurity and requesting a meal will receive a nutritious meal during scheduled congregate meals. Program logs indicate an 83% increase in meals over a three-year period, indicating an increased community need.
The program will be evaluated by the number of meal tickets active at the end of a quarter. Program success will be evaluated quarterly.
We have a single father, raising two children that eats at the diner nightly. The father, Robert, has had a difficult year as he has seasonal employment and has lost income due to his wife's unexpected passing. Robert has two young girls, 10 and 8, and they love eating at the diner as it allows them the opportunity to repurpose income for clothing, medication, gas expense, etc. Robert told me once that,"Without the Red Shield Cafe, he would not be able to afford to take care of his girls." Robert is a great father and is a great example of how the Red Shield Cafe can bridge the gap for many local families.

The estimated 2017-18 financials are based on the previous actual financial return and 2018-19 account for a 3% increase in spending across the board.
Currently, the Salvation Army advisory meets monthly on the 3rd Thursday of every month. In addition to advisory board, our executive council meets the 3rd Tuesday to discuss predominately finances and community involvement.
20, 10 executive committee meetings and 10 advisory board meetings. The Salvation Army did not meet during the months of June and July.
